Do Motorised Recliners Need BIS Certification from October 2026?

Direct Answer

Yes: from 1 October 2026, furniture with electrically motorised parts, which includes power recliners, is listed by BIS under IS 302 (Part 1):2024, and the requirement applies to the finished product rather than only its motor. The listing comes through the Safety of Household, Commercial and Similar Electrical Appliances Quality Control Order 2026, S.O. 1739(E), dated 6 April 2026. According to consultant sources, small enterprises have until 1 January 2027 and micro enterprises until 1 April 2027. This is separate from the Furniture QCO of 2025, under which static sofas, settees and reclining seats are reportedly out of scope. So a power recliner that was outside the furniture rules may now fall under the electrical appliance rules. For buyers, the practical step is to ask the seller about the certification status of the finished recliner, in writing. A certified motor is a good sign but is not the same thing. Check the current notification on egazette.gov.in or bis.gov.in, as of September 2026.

What the new rule covers

BIS lists "Furniture with Electrically Motorized Parts" under IS 302 (Part 1):2024, the general safety standard for household and similar electrical appliances. The listing is made through the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order 2026, notified as S.O. 1739(E) on 6 April 2026. In plain terms, a piece of furniture that moves using an electric motor is treated, for safety purposes, as an electrical appliance. That brings in power recliners, motorised sofas and other furniture with electric actuators. A manual recliner that uses only a lever or body weight has no electrically motorised parts, so this order would not apply to it on its face; confirm against the notification. Height-adjustable beds or desks with electric motors may also fall within the listing; check the scope in the notification.

The dates

The order applies from 1 October 2026. According to consultant sources, small enterprises have until 1 January 2027 and micro enterprises until 1 April 2027. These later dates depend on the manufacturer's MSE classification, not the retailer's. A large retailer selling a power recliner made by a small enterprise may therefore see a different date from one selling a recliner made by a large manufacturer. For imported power recliners, the foreign manufacturer's position under the order matters. Because the MSE dates come from consultant summaries, check the current notification on egazette.gov.in or bis.gov.in before relying on them. As of September 2026, the general date is days away. If you are ordering a power recliner now, ask the seller which date they are working to and why.

Product, not just the motor

A power recliner is a system: motor, control box, power supply, wiring, hand control or buttons, and the mechanism the motor drives. The standard is written for the appliance as a whole, because a safe motor can still be installed unsafely. A seller who says "the motor is BIS-certified" has told you something useful about one component. They have not told you the finished recliner's status under the new order. Ask the question the order actually raises: what is the certification status of this finished product, and who holds the licence? If certification is in progress, ask for the application details and the expected date. Get the answer in writing on your order. Ask also whether the hand control, charger or power supply shipped with the recliner is the one that was certified.

What to ask a seller

For any power recliner or motorised sofa ordered around or after 1 October 2026, ask five things. Who manufactures the finished product, and is that manufacturer a large, small or micro enterprise? What is the finished product's certification status under IS 302 (Part 1):2024, with a licence or application number? Are the motor, control box and power supply individually certified where required? Which electrical parts are available in India for repair, and who fits them? What does the written warranty say about the motor and electronics, and for how long? Also check the plug and power supply suit Indian sockets and voltage. A seller who cannot answer these clearly is asking you to carry the risk. Keep the written answers with your invoice.
